Philip H. de Leon is a seasoned policy, advocacy, and international business development executive with decades of experience in government relations, public affairs, stakeholder engagement, and political risk management. At Imnex Group, he designs and executes high-stakes government affairs strategies — delivering sovereign-level access, regulatory intelligence, and measurable competitive advantage for clients.
His work translates directly into results: faster market entry, reduced regulatory hurdles, and strategic positioning in markets where government relationships determine success. Philip’s clients include Fortune 500 corporations, SMEs, law firms, U.S. government agencies, startups, and think tanks.
Prior to Imnex, Philip held senior roles at the U.S. Department of Commerce, where he promoted U.S. exports and investment across Eurasia, and led the Washington, D.C. office of AGCO Corporation (Fortune 300). He served on the President’s Advisory Council on Doing Business in Africa and the executive board of the Corporate Council on Africa. He co-founded the U.S.-Kyrgyzstan and U.S.-Tajikistan Business Councils, strengthening Imnex’s Central Asia footprint, and played a key role in securing U.S. signature on the 2020 International Protocol on Mining, Agricultural, and Construction Equipment under the Cape Town Convention. Among his notable achievements, he facilitated a $50 million presidential commitment from Uzbekistan for joint ventures in grain storage and poultry farming. He regularly engages with heads of state, ministers, and senior officials across multiple regions.
A recognized expert and frequent commentator on international trade, Africa’s economic development, and U.S. competitiveness, Philip is fluent in English, French, Russian, and Spanish. He also serves as Vice President of the Global Alliance on Sustainability & AI (GASAI), a non-profit focused on responsible technology governance and sustainable development — an increasingly critical capability for clients navigating AI policy, ESG regulation, and frontier market expansion.
